You shouldn't have to pay a restocking fee for a defective camera. Return it.There is nothing wrong with a Canon A570. Yours however, although it is unusual to get a defective Canon, sounds likt it might be defective. If it is still under warranty, you have every right to return it to the place you bought it and request either service or a replacement and it should be at no additional costs to you. If the place that you bought it gives you a hard time, contact Canon and they will deal with the problem.
It sounds as if however you might be trying to get them to take it back and perhaps replace it with something else. They are not obligated to do this and within their rights to charge a restocking charge if it is what you insist upon. When working properly, however, you have a good picture taking camera in the A570, and if you get one into your hands that is working correctly, you'll find it will be an excellent picture taker, so I can see no reason why you would want to turn it back in and get something else. What you should be looking for is one that works properly, and the place where you purchased it from owes you that.
